Ten years ago, Los Angeles launched a plan to plant 1 million trees, but it has been an uphill battle and today some neighborhoods are nearly devoid of trees. Others enjoy a green canopy, helped by nonprofit groups and local regulations. Mike O'Sullivan reports.
