Mozambican Journalist Says Marginalization Sparked ISIS Insurgency

Mozambican journalist Manuel Mucari says marginalization and lack of meaningful investment in Mozambique’s northern Cabo Delgado region may have resulted in the emergence of Islamic State-linked insurgents that recently killed dozens of people, including a Zimbabwean, in the gas hub town of Palma.
