The Harare Residents Trust says it is against the installation of pre-paid water meters that the Harare City Council intends to introduce in the capital.
Harare Residents Trust director Precious Shumba said the move by the council is unconstitutional, noting that water is a human right.
But Harare Mayor Bernard Manyenyeni told Studio 7 that the move is no longer avoidable as it is the biggest option that can help the local authority to collect revenues to ensure constant water supply in the city.
Manyenyeni noted that the local authority will, however, look at ways to make sure the poor are protected.
He said Harare residents should be clear on whether they are against water meters or paying for the water coming through their tapes.
However, Shumba accuses the council of planning to privatize water by installing the pre-paid meters.
